Undead Hunter
Skydancer first because of damage and con buffs. Second Gladiator because removing bleed is a must to escape situations and to reduce damage plus giving you health recovery. Then Rune Caster for small heals and Undead Hunter is taken at 70 and is optional for this build.

Conclusion
What roles do you think your build fulfills well?
Solo, Small Group, Big Groups, Banes any scout role would not be a problem to overcome.
Why did you choose that equipment?
To have high defense with pierce resist and also to have a great amount of hp and hp recovery and a fast bow with a proc can do some nice damage.
Why did you choose those starting runes?
I like to use Fleet of Foot because im putting trains into running and being faster than the enemy is very important for scouts. Speed Wins Fights! Lucky for the extra defense and Tough as Nails of extra 200 health with health regen.
Are you missing any crucial powers or are there any weaknesses you'd like to discuss or point out how to overcome? I didnt train precision because you should still have enough atr to hit everything
Describe how your build could best other scouts in 1v1 situations. What makes it so special?
Speed, High defense with high dodge and a lot of hit points plus your damage buff and heals should be all the tools you need i do suggest carrying stam pots but when it comes down to it player>the build knowing what to do in a specific situation is key!
this build should have everything you need depending on the situation you can always switch out your jewelry if you would like higher defense more resists.

Explanation:
Undead Hunter could easily be swapped with Prospector for superior utility during mines (note that UH is not trained on this build, if you do not have access to a proc bot you must train it). With over 4k health, substantial health regen, 2k+ def with great dodge, and 50 booned piercing resistance, this scout is a formidable opponent in a solo situation. Still, it retains enough defense and survivability to allow for excellent bane and mine recon. Damage range with PoR Horwathi ends up in the mid 500s top end. A proc bot and switching between Horwathi and Glass bows are keys to your success in solo and versus multiple opponent situations.
What roles do you think your build fulfills well?
Recon, solo PvP, GvG, mines, banes. This Scout excels in nearly every field, it will only struggle versus a few extremely well played classes.
Why did you choose that equipment?
PoR Horwathi allows the greatest range excluding a marksmanship suffix, which inferior to the additional damage provided by the ruin suffix. Switching to Glass will allow you greater versatility and often can prove more effective against other rogues. Con jewelry is more effective than dexterity as it grants health regen as opposed to stam from dex. Higher base dexterity and con jewels will also raise your skills as a secondary stat. Three pieces of +5 pierce gear grants you 50 pierce resistance, you can also swap the 9 def out for two 5/5 pierce pieces if you do not have access to a boon or still find yourself taking too much damage from other scouts. The defense loss is roughly 90 points.
Why did you choose those starting runes?
I found TaN / Lucky / Military Training to be the most effective combination to allow high defense while retaining a substantial hp pool.
Are you missing any crucial powers or are there any weaknesses you'd like to discuss or point out how to overcome?
As far as powers are concerned the build is pretty standard. Obviously, effective kiting is crucial to this builds success. I find Wizards to be the most difficult class in solo engagements, well played thieves can also prove challenging.
Describe how your build could best other scouts in 1v1 situations. What makes it so special?
A typical scout sacrifices too much health for a superfluous amount of defense. With over 4k hp and 1k stam you will outlast most other scouts because of this and high regen/piercing resistance. Effective stance shifting and maintaining application of your ATR debuff makes you extremely survivable. 85 intelligence, a T3 proc will add an extra 400-500 typically unresisted burst damage—huge in close, long duration fights. The mobility and extra speed granted from intelligent use of flight allows you to escape from dangerous situations as well as chasing down fleeing opponents. The only races of Scouts that can possibly outrun you (for the kill or to escape) would be Aracoix or Aelfborn. Other races and sometimes even the aforementioned will be unable to catch you; you can simply run away to hp/stam pot up and return to kill them at your leisure.
